The Ukrainian government has updated the procedure for issuing certificates to organisations that inspect water, gas and electricity meters and other measuring instruments. The new procedure sets out revised timelines, specific stages of the inspection process and the right to appeal against decisions.

The Ukrainian government has updated the procedure for issuing certificates to organisations that inspect water, gas and electricity meters and other measuring devices.

This applies to organisations that verify the accuracy of such meters. From now on, they will receive certificates authorising them to carry out inspections in accordance with new requirements and within new timeframes.

The updated procedure includes specific stages of the process – from submitting an application to receiving the certificate.

In particular, notification of any deficiencies in the documents will be provided within 3 working days.

The verification will be carried out according to five defined criteria.

The new procedure also provides for the possibility of appealing against the results of the inspection.

If necessary, 20 working days will be allowed for the withdrawal of the certificate.

A decision to refuse a certificate may be appealed within 6 months.

The article notes that updating the procedure for issuing certificates to organisations that inspect meters should ensure the accuracy of measuring instruments in Ukraine.

Furthermore, as stated in the publication, this should help improve the quality of utility services and boost consumer confidence in the resource control system.

The text emphasises that under the new rules, state control becomes more transparent and structured, which may reduce the number of disputes between consumers and service providers.

Separately, the article notes that, in connection with changes to the procedure for issuing certificates, the impact of the new rules on cashless transfers for utility payments should also be taken into account, as this may affect the financial relations between consumers and suppliers.

As a reminder, from 1 April 2026, the electricity tariff for most domestic consumers in Ukraine will remain unchanged at 4.32 UAH per kWh. Separate conditions will apply to owners of dual-zone meters and properties with electric heating.
