Udmurtia reports attack on facility, likely targeting Votkinsk plant
Udmurtia Governor Alexander Brechalov reported on Telegram that one of the facilities in the republic had been attacked by drones. After analysing eyewitness videos, Astra concluded that the attack targeted the Votkinsk Plant in the city of Votkinsk near Izhevsk. This enterprise manufactures Iskander-M, Topol-M and Oreshnik ballistic missiles, which are used in the war against Ukraine. The plant is subject to sanctions by the United States, the United Kingdom, the European Union, Switzerland, Australia, Japan, and Ukraine. According to local residents, two workshops of the plant were damaged during the strike.
On 7 February 2024, a powerful explosion occurred at the same facility. The state agency TASS, citing the Unified Dispatch Service of the Zavyalovsky District, reported that the explosion was related to a scheduled test of rocket engines.
A number of Ukrainian channels, including Exilenova+ and CyberMuka, claim that the strike on the Votkinsk plant was carried out with Flamingo missiles, not drones. At the time of publication, the General Staff of the Armed Forces of Ukraine and the Ministry of Defence of Ukraine had not commented on the information. There has been no comment from the Russian Ministry of Defence either.
In the summer of 2025, Ukrainian drones attacked the Kupol Electromechanical Plant in Izhevsk, Udmurt Republic. The plant is one of the manufacturers of Tor and Osa anti-aircraft missile systems and Harpy strike drones for the Russian army.
