Your booking could be cancelled due to salary issues: what you need to do before July
This is stated in a clarification issued by the Ministry of Economy. The new rules relate to Cabinet of Ministers Resolution No. 692 of 30 May 2026.
Companies wishing to obtain or confirm their status as critical to the economy in July must ensure that the average wage is in place by June.
The reason is simple: when documents are reviewed, the average salary for the last calendar month is taken into account. If a company applies for critical status in July, it is the June salary figure that will be assessed.
Under the new rules, the average salary at a company must exceed three times the minimum wage. Currently, this stands at 25,941 UAH.
Why June has become decisive
Cabinet of Ministers Resolution No. 692 has changed the rules for reserving conscripts and confirming the critical importance of enterprises. One of the key changes is the raising of the salary threshold for most enterprises to three times the minimum wage.
It is therefore important for businesses not to wait until July. If the salary figure for June does not meet the requirements, the company may face difficulties in obtaining or confirming its status as a critical enterprise.
It is this status that provides the basis for reserving employees.
Who is affected
The new requirements are important for businesses planning to reserve employees liable for military service or to confirm their existing critical importance status.
The higher threshold applies to most companies. For businesses actually operating in areas of potential or active hostilities or in temporarily occupied territories, a lower threshold applies – no less than 2.5 times the minimum wage, i.e. 21,618 UAH.
What needs to be done by July
Companies should check their average salary for June and, if necessary, bring it up to the level required by the new rules.
They also need to check the number of reserved employees and the reservation limits. Resolution No. 692 stipulates that exceeding the established limits may constitute grounds for revoking the status of a critically important enterprise.
If the reservation limit is exceeded, the enterprise must submit an application via Diya within 10 working days to cancel the excess reservations.
What will change from September
A specific requirement regarding the salary of each reserved employee is due to come into full effect from 1 September 2026. This refers to a level of no less than three times the minimum wage, i.e. 25,941 UAH, for most enterprises.
At the same time, the average salary criterion for determining a company’s criticality must be taken into account now if the company plans to apply for status in July.
Therefore, the main risk for businesses lies not in the date of the July application itself, but in the fact that the salary figure for June may not pass verification.
