Zelenskyy has signed a law abolishing payments for damaged homes
In Ukraine, utility charges have been waived for owners of damaged or destroyed homes. This refers to Law No. 4825-IX, adopted on the basis of Bill No. 13155, which was signed by President Volodymyr Zelenskyy.
The document establishes a mechanism whereby an official inspection of the property serves as the basis for the automatic recalculation and suspension of payments. The law is intended to protect owners of destroyed homes from unfair debt charges.
In particular, the law provides for the cancellation of charges for the management of a block of flats if the property is damaged, destroyed or has become uninhabitable due to shelling.
Furthermore, owners of damaged or destroyed homes are exempt from paying for utilities for the period during which the property is effectively uninhabitable.
The document also sets out the procedure for recording losses incurred by property owners as a result of armed aggression, and regulates the interaction between authorities, building managers and utility providers regarding the recording of damage and the suspension of charges.
Separately, the law stipulates that management companies must report to residents every three months on all funds received from them.
As reported by ThePublic, the first phase of a new state programme aimed at supporting internally displaced persons whose homes remain in the occupied territories will begin in Ukraine on 1 December. Displaced persons will be able to obtain a housing voucher worth 2 million hryvnias via the ‘Dія’ app.
