Officials' salaries exceeded 60 thousand hryvnias
The salaries of officials significantly exceed the average in Ukraine. However, in 2025, they are increasing quite slowly.

This is reported by RBC-Ukraine citing data from Ministry of Finance.

In July 2025, the average salary in central government agencies of Ukraine was 62,600 hryvnias. Compared to July of the previous year (58,500 hryvnias), it increased by 7.0%.

Thus, the salary increased by half the inflation rate during this period (14.1%).

According to the Pension Fund of Ukraine, the average official salary in Ukraine in July was 20,456 hryvnias, an increase of 17.9% over the year.

According to the Ministry of Finance, in July, 22,246 people received salaries in central government agencies.

The highest salaries are in the National Commission for State Regulation in the Fields of Energy and Utilities (102,800 hryvnias). 517 people work at the NCRECP.

In second place is the National Agency for Prevention of Corruption (NACP) - 95,800 hryvnias. The staff number is 367 people.

The Antimonopoly Committee pays 92,700 hryvnias. The committee employs 265 people.

The Apparatus of the Verkhovna Rada has an average salary of 87,200 hryvnias. The number of employees is 843.

Fifth place goes to the Ministry of Digital Transformation with 82,800 hryvnias. The ministry employs 217 people.

The salary in the Secretariat of the Cabinet of Ministers of Ukraine is 81,600 hryvnias. There are 708 officials working there.

The average salary of department heads is 139,200 hryvnias.

The highest salaries among 513 officials are in these agencies:

  • NACP - 337,000 hryvnias (5 officials),
  • Accounting Chamber - 264,800 hryvnias (6 officials),
  • Central Election Commission - 226,800 hryvnias (18 people),
  • Ministry of Economy, Environment, and Agriculture of Ukraine - 219,100 hryvnias (9 officials),
  • Apparatus of the Verkhovna Rada of Ukraine - 204,200 hryvnias (5 officials),
  • Ministry of Community and Territorial Development of Ukraine - 200,500 hryvnias (10 people).
