On a par with NABU: after the "reset", the management of the Bureau of Economic Security has increased its salaries
They currently range from UAH 120,000 to 162,000 per month. While back in September, the head of the Economic Security Bureau Oleksandr Tsyvinsky, stated that salaries at the ESBU are uncompetitive compared to anti-corruption bodies, which in turn has a negative impact on the institution's work.
According to data of the Kommersant Ukrainsky newspaper, in November, the Director of the Bureau, Oleksandr Tsyvinsky, received UAH 126 thousand in salary for the 20 days he worked. His first deputy received UAH 162,000, and another deputy received UAH 156,000. The salaries of the rest of the Bureau's management fluctuate at approximately the same level: the head of the Department of Organisational Support received UAH 151 thousand, and the head of the Operational Support Department - UAH 146 thousand.
At the same time, the Director of the National Anti-Corruption Bureau was paid UAH 273 thousand, and his deputies received UAH 199 to 284 thousand. It should be noted that the NABU does not specify whether these figures include personal income tax and military duty (19.5%), but emphasises that as of today, no bonuses or other incentive payments not provided for by the Law are accrued or paid.
As for the other heads of the National Anti-Corruption Bureau, their salaries, like those of the Bureau of Economic Security, remain at the level of UAH 130-150 thousand.
It should be noted that the state budget of Ukraine for the next year provides for a 15.5% increase in funding for the Economic Security Bureau of Ukraine. A total of UAH 2.2 billion will be allocated to the ESBU. One of the requirements of the International Monetary Fund is to counteract tax evasion schemes. The budget loses about 38 billion a year due to the grey market of excisable goods alone.
According to Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, the ESBU should accelerate in this matter, as shadow schemes in the economy continue to operate.
Civinsky himself recently reported on social media about a number of regional operations. In particular, he reported on three cases sent to court for the illegal manufacture of excisable goods, seizure of e-cigarette liquids worth UAH 1 million and tax evasion worth UAH 4.7 million.
In August, the Government appointed Oleksandr Tsyvynskyi as Director of the Economic Security Bureau of Ukraine. During his first 100 days in office, the Head of the Bureau held 30 meetings with NGOs and international partners, while budget refunds have been halved.
