Zelenskyy has signed a law on public procurement in line with EU standards
The Law ‘On Public Procurement’ provides for a comprehensive overhaul of the public procurement system in line with European standards.
The legislation harmonises Ukrainian law with EU directives, introduces new tender procedures and aims to simplify access for businesses wishing to participate in procurement.
The law also aims to attract international investment and support Ukrainian enterprises, particularly businesses set up by war veterans.
What will change for businesses
One of the key innovations is the revision of the mechanism for dividing large procurements into lots.
It is expected that this will enable small companies to take part in large tenders and compete for government contracts.
Furthermore, for the first time, businesses will be able to submit alternative tender proposals, provided this is permitted under the procurement terms. Companies will be able to propose their own technological or cost-effective solutions.
New tools for long-term cooperation
The law updates the rules governing the use of framework agreements and dynamic purchasing systems.
This will allow suppliers to work with public sector clients on an ongoing basis without having to go through the full document preparation procedure each time.
The document also regulates issues relating to subcontracting and cooperation between contractors and subcontractors on large-scale projects.
Why this is important for EU accession
Public procurement forms part of the first negotiating cluster in Ukraine’s accession process to the European Union.
The new law is aimed at implementing EU Directive 2014/24/EU and is one of the steps towards aligning Ukrainian legislation with European standards.
What this means for international partners
The government expects that modernising the procurement system will boost the confidence of international donors and financial partners.
It is expected that more transparent rules will help attract more investment for Ukraine’s reconstruction projects and create additional opportunities for Ukrainian businesses.
The Verkhovna Rada adopted Bill No. 11520 on 27 May 2026.
Following the President’s signature, the document became law and will form the basis for further reform of the public procurement system in line with European Union standards.
