Dmytro Lubinets, the Verkhovna Rada’s Commissioner for Human Rights, has stated that the systematic militarisation of Ukrainian children in the temporarily occupied territories should be recognised as a crime against humanity. The Verkhovna Rada’s Budget Committee has recommended that parliament adopt Bill No. 15167 on the allocation of the military levy to a special fund within the state budget. From 1 January 2027, it is proposed that these funds be used exclusively to cover the pay of Ukrainian Armed Forces personnel.

The new draft of the Civil Code of Ukraine will be finalised ahead of its second reading in the Verkhovna Rada. Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration, has stated that the preparation of the document will take several months and will be accompanied by complex and inclusive debates.
