The Ministry of Finance is preparing an updated version of the Customs Code, which is intended to grant law enforcement powers to customs authorities. This does not involve investigating all criminal cases, but rather offences and violations falling directly within the remit of customs.
President Volodymyr Zelenskyy has enacted the National Security and Defence Council’s decision on sanctions against Belarusian companies which, according to the Ukrainian side, supply the Russian defence industry. The US will allocate up to $100 million for the repair of the new safe confinement at the Chernobyl Nuclear Power Plant, which was damaged by a Russian drone. According to media reports, an assassination attempt has been made on Major General Azatbek Omurbekov in the Khabarovsk Krai of the Russian Federation. In 2022, he commanded the Russian Army’s 64th Separate Motorised Rifle Brigade, which has been linked to the killings of civilians during the occupation of Bucha in the Kyiv region.
On 29 April, the Verkhovna Rada approved in principle draft law No. 13478-1 on the resumption of competitive selection processes for the civil service and local government. The bill aims to repeal the simplified appointment procedure introduced at the start of the full-scale war and restore more transparent rules for recruitment to the public service.

Detectives from the State Bureau of Investigation in the Poltava region have secured the recovery of over 5 million hryvnias for the state budget in a tax evasion case. According to the investigation, a businessman from the Kharkiv region, who is involved in the wholesale trade of clothing and footwear, failed to record some of his transactions in his accounts whilst fulfilling government contracts.
