A minute's silence will be announced via the public address system
This was announced by Ukraine’s Prime Minister Yulia Svyrydenko. Earlier, the Verkhovna Rada had passed a law establishing a daily nationwide minute’s silence and the use of public address systems for such announcements.
What the government has changed
The Cabinet of Ministers has authorised the use of public address systems not only for civil defence alerts but also for announcements commemorating the dead.
From now on, they will be used daily at 09:00 to announce the nationwide minute’s silence.
The public address systems will also be used during the nationwide “Light a Candle” campaign.
When is the “Light a Candle” campaign held?
The “Light a Candle” campaign takes place every year on the fourth Saturday in November.
It is dedicated to honouring the memory of the victims of the Holodomor of 1932–1933.
By law, a nationwide minute’s silence is also observed at 16:00 on the fourth Saturday in November in memory of the victims of the Holodomor.
Why change is needed
Svyrydenko noted that Ukraine is shaping a new culture of remembrance.
According to her, the daily minute’s silence is an important part of this culture and a sign of respect for the fallen defenders, as well as civilian citizens.
What happened before
In February 2026, the Verkhovna Rada passed a law on a daily nationwide minute’s silence to honour citizens who died as a result of Russia’s armed aggression. The document also provided for the use of the media and public address systems to announce such commemorative events.
The law was intended to remove technical barriers for cities and communities so that they could officially use public address systems to signal the minute’s silence every day at 09:00.
