Access to educational benefits has been made easier for children of veterans
This was announced by the Ministry of Veterans' Affairs of Ukraine, citing a decision by the Cabinet of Ministers.
The Cabinet of Ministers has simplified access to educational benefits for veterans’ children.
From now on, when applying for educational benefits at vocational, pre-higher and higher education institutions, it is possible to submit not only the combatant’s certificate of one of the parents.
In specified cases, an extract from the Unified State Register of War Veterans for one of the parents may be used instead of a combatant’s certificate.
Who is affected by the changes
The new procedure applies to the children of veterans, female veterans and those affected by the Revolution of Dignity.
When applying for educational benefits, they may choose to submit either a combatant’s certificate for one of their parents or an extract from the Register of Veterans.
Thus, in this case, an extract from the Register of Veterans will be treated on a par with a UBD certificate.
How to obtain an extract
An extract from the Unified State Register of War Veterans can be obtained free of charge.
It can be ordered remotely via the “Diya” portal or obtained in paper form at a Public Service Centre.
The place of registration is irrelevant for obtaining the extract.
If the extract is ordered by a child under the age of 23 or their representative, a certificate of student status from the Unified State Electronic Database on Education must be attached to the request.
What will be included in the extract
At the applicant’s request, the extract is issued in electronic or paper form.
The document contains a unique electronic identifier, which can be used to verify its authenticity.
The extract from the Unified State Register of War Veterans will now also contain additional information.
In particular, it will specify which authority or commission granted the person veteran status, the date the status was granted, and the legal grounds.
Why is this necessary
The Ministry of Veterans Affairs explains that the changes are intended to remove unnecessary bureaucracy when applying for educational benefits.
This involves simplifying the procedure for veterans’ families in cases where it is difficult to submit a UBD certificate for one of the parents or where it is more convenient to use an official extract from the Register.
