An FSB agent has been detained in the Kyiv region on suspicion of coordinating attacks on the capital
Following a request from the Odessa Regional Prosecutor’s Office, the court has ordered that a 42-year-old woman from the Odessa district be remanded in custody without the possibility of bail. She is charged with treason committed under martial law.
According to the investigation, in late 2025 the woman made contact via Telegram with a representative of the Russian special services and agreed to carry out his tasks. Initially, she passed on information about a mobile air defence fire group in Chornomorsk.
Subsequently, according to law enforcement officials, the suspect was tasked with assisting in the targeting of missile and drone strikes on Kyiv and the Kyiv region. To this end, she travelled to a hotel complex in the Kyiv region and checked into a room overlooking the Kyiv Reservoir.
According to the investigation, the woman purchased a separate smartphone, installed remote access software on it and concealed the device in her room. For two weeks, the phone continuously transmitted video footage. Investigators believe that this data was used to monitor the situation and coordinate attacks on the Kyiv region.
The Security Service of Ukraine reported that the detainee is an unemployed resident of Chornomorsk who, according to the investigation, was recruited via a Telegram channel offering quick money.
According to the SBU, the remote-access camera she installed allowed the Russian side to monitor the operations of Ukrainian air defences in real time during air strikes. If the positions of anti-aircraft missile systems or mobile fire groups of the Defence Forces were detected, Russia could have used this data for further strikes.
Law enforcement officials also stated that the woman was involved in gathering intelligence during one of the largest attacks on Kyiv, which took place on 24 May 2026. After that, according to the investigation, she remained inactive for some time, but later received a new assignment to coordinate further strikes.
SBU officers detained the suspect whilst she was setting up a new observation post in a hotel room near the Kyiv Sea.
During searches, two smartphones, a laptop and draft notes were seized from her, which, according to the investigation, contain evidence of collaboration with representatives of the aggressor state.
Investigators informed the woman that she was suspected of an offence under Part 2 of Article 111 of the Criminal Code of Ukraine. The penalty under this article provides for life imprisonment with confiscation of property.
The comprehensive operation was carried out by SBU officers in conjunction with the SBU Directorate in the Odesa region under the procedural supervision of the Odesa Regional Prosecutor’s Office.
In accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent until proven guilty in court.
