Financial assistance for heating private homes: who is eligible and how to apply

The state will support those who heat their homes exclusively with solid fuel. The money will go to families whose homes are not connected to central heating or gas networks.
The Pension Fund has explained that the assistance is provided in the form of housing subsidies and benefits. Certain categories of citizens have priority access to this funding.
The list of those eligible for concessions includes:
- combat veterans;
- people with disabilities;
- Chernobyl accident liquidators;
- large families;
- pensioners living alone.
To receive the funds, you must confirm that you actually use firewood or coal for heating.
Assistance for frontline regions
Residents of areas near the front line may receive increased payments. Thanks to international programmes, the amount of assistance there rises to 19,400 hryvnias.
Local military administrations draw up the lists of recipients themselves. They also determine the areas where this extended support applies. The funds are allocated to ensure that people can prepare for the cold weather in good time.
How the subsidy is calculated
The subsidy is calculated on the basis of 2 tonnes of fuel per year per household. The current price cap is 4,602.57 hryvnias per tonne. Thus, the base cost of fuel for the season is approximately 9,205 hryvnias. The subsidy covers the difference between this amount and the family’s mandatory payment.
Different rules apply to those eligible for preferential treatment. The allowance is set at 1 tonne per year. The amount of assistance depends on the citizen’s status. For example, combat veterans receive a 75 per cent discount.
What documents are required for the subsidy
You can apply for the subsidy through your local Pension Fund office. You will need to prepare a set of documents and submit them on time.
You will need:
- an application for the benefit;
- an income declaration;
- documents confirming your eligibility for benefits;
- bank details (IBAN);
- a report on your housing conditions (in certain cases).
The deadline for applications is 17 August 2026. A decision on the allocation of funds will be made once all the information has been verified. The money will be paid into the recipients’ bank accounts.
What else you need to know when preparing for winter
The National Security and Defence Council of Ukraine has approved resilience plans for all local authorities, with the exception of the capital.
Kyiv has drawn up and adopted its own plan at a session of the city council, after which it began implementing it. However, the issue of state funding for the implementation of the capital’s resilience plan remains unresolved at present.
