Ihor Dobrovan, former head of SMIDA, has been appointed head of Prozorro.Sales

The supervisory board of JSC “Prozorro.Sales” has appointed Ihor Dobrovan as the new chairman of the board. The selection process was conducted in an open format with the participation of the international recruitment firm Amrop.
Prior to this, the company had been headed by Serhiy But for 3.5 years.
The selection of the candidate took place in accordance with the requirements of the law and corporate governance standards. The process was overseen by the Appointments Committee, with Amrop acting as an independent search consultant.
What is known about Igor Dobrovan
Igor Dobrovan has over 15 years of management experience in the public and private sectors.
His most recent role was at the Agency for the Development of the Infrastructure of the Ukrainian Stock Market, known as SMIDA. There, he was involved in the organisation’s transformation and the implementation of digital solutions.
Previously, Dobrovan held the positions of Chief Financial Officer and Chief Executive Officer at the media holding company “Segodnya Multimedia”.
He also worked at NeSPat, where he was responsible for entering international markets and implementing ISO 27001, ISO 9001 and GDPR standards.
Dobrovan holds an MBA from the Kyiv-Mohyla Business School.
What the supervisory board says
Ilya Mikhailov, Chairman of the Supervisory Board of JSC “Prozorro.Sales”, stated that the appointment was the result of an open competitive selection process.
According to him, the new head is expected to ensure both the stable operation of the company and its further development.
The handover will take place as planned. Operations for users, partners and the team will remain unchanged.
What does “Prozorro.Sales” do?
JSC “Prozorro.Sales” is wholly owned by the state, represented by the Ministry of Economy of Ukraine.
The company administers an electronic trading system for online auctions for the sale and lease of state and municipal assets.
In 2025, almost 28,700 online auctions were held through the system. Their total value amounted to UAH 16.2 billion.
The value of public property at auction increased by more than 1.5 times on average.
Privatisation proved to be the most profitable sector. It contributed 5.2 billion hryvnias to budgets at various levels.
The most expensive lots in 2025 were:
the sale of loan claims from Oleg Bakhmatyuk’s Ukrlandfarming group – over 1.1 billion UAH;
the sale of Sberbank’s former headquarters in Kyiv – 916 million UAH;
the privatisation of “Ukrbud” – 805 million UAH.
