The European Commission is considering a €90bn loan to Ukraine in 2026-2027
The European Commission is considering providing Ukraine with up to EUR 90 billion in financial support in 2026 and 2027. This could include budgetary assistance under macro-financial programmes or the Ukraine Facility.
This was announced by Roksolana Pidlasa, Chairman of the Budget Committee of the Verkhovna Rada, following consultations with the Budget Committee of the European Parliament and the leadership of the European Commission's Directorate-General for Economic and Financial Affairs. According to her, the working concept of the so-called reparations loan provides for the division of funding into two areas. The first relates to the production and purchase of weapons in Ukraine and the EU. The second provides for direct budget support, the amount of which could reach €90 billion.

Financing will be provided in the form of a loan, but Ukraine will have to repay the funds only if it actually receives reparations from Russia. Further reforms in the areas of the rule of law and anti-corruption policy remain an important condition for the launch of the programme.
The European Commission's proposal is yet to be approved by the leaders of the European Union. If approved, it could become one of the largest financial support packages for Ukraine since the beginning of the full-scale war.
