On 20 March, the Cabinet of Ministers of Ukraine approved a decision to allocate over 12.8 billion hryvnias from the state budget’s reserve fund to protect critical infrastructure and implement regional and municipal resilience plans. The funds will be directed towards facilities in the fuel and energy sector, the transport system—in particular the railway infrastructure—as well as life-support systems.

The government has allocated funding to strengthen the protection of facilities that are critical to the stable functioning of the economy and the country’s security. The Cabinet of Ministers adopted the relevant decision at its meeting on 20 March 2026.

The funds are primarily earmarked for critical infrastructure in the fuel and energy sector, the transport system – particularly railway infrastructure – and life-support systems. Particular emphasis has been placed on the implementation of Comprehensive Regional and Urban Resilience Plans.

The funding covers new construction, reconstruction, major repairs and engineering and technical measures to protect such facilities.

The resources have been allocated across two key areas:

  • The Recovery Agency will receive 3.46 billion UAH for the implementation of priority infrastructure projects;

  • regional state administrations will receive over 9.39 billion UAH to implement measures at the regional level.

Vitalii Kindrativ, Deputy Minister of Economy, Environment and Agriculture of Ukraine, stated that the issue of infrastructure resilience is directly linked to national security and economic stability.

According to him, the state is systematically strengthening the engineering protection of facilities, modernising existing infrastructure and implementing new solutions designed to prevent man-made emergencies. He added that the allocated funds enable proactive measures to be taken and risks to the country to be reduced.

The government expects that the implementation of these measures will enhance the resilience of critical infrastructure, help ensure the uninterrupted operation of key economic sectors and create safe living conditions for the population.
