The Council Committee supported a bill on the creation of sports classes in schools

This concerns the draft Law of Ukraine on amendments to Article 26 of the Law of Ukraine "On Physical Culture and Sport" (reg. No. 14264), submitted by the Cabinet of Ministers of Ukraine.
The document provides for the creation of specialised sports classes with extended school days for additional training and sports training for students.
The bill proposes to determine the procedure for opening such classes in agreement with the central executive authorities in the field of education and sports, as well as subject to the availability of funding in the relevant budgets.
At the same time, the Main Scientific and Expert Department of the Verkhovna Rada of Ukraine and the Ministry of Education and Science of Ukraine noted that the current legislation in the field of education does not contain provisions on specialised sports classes. In this regard, it is noted that amending only the Law of Ukraine "On Physical Culture and Sports" will not ensure a full-fledged mechanism for their functioning.
The Ministry of Education and Science of Ukraine proposed to simultaneously amend Article 12 of the Law of Ukraine "On Complete General Secondary Education." This is necessary to regulate the organisation of the educational process, the specialisation of training, staffing, workload, assessment, inclusion, safety, and medical support.
It has also been proposed to clarify the provisions on financing. In particular, to provide for financing within the limits of state and local budget expenditures under relevant programmes, as well as from other sources not prohibited by law.
The Verkhovna Rada Committee on Education, Science and Innovation emphasised the need for a comprehensive approach to the creation of specialised classes in various fields, including sports, arts, science and military.
Following the review, the Verkhovna Rada Committee on Youth and Sports recommended that the Verkhovna Rada adopt the bill in the first reading as a basis, taking into account the proposals made.
It also recommended setting up a working group with MPs, folks from the Ministry of Education and Science of Ukraine, and the Ministry of Youth and Sports of Ukraine to get the bill ready for the second reading.
