Law enforcement officers have detained Luchanov, a former commander of the 155th Brigade, on suspicion of organising the murder of two brothers in the Kyiv region
President Volodymyr Zelenskyy announced this following a report by the Minister of the Interior, Ihor Klymenko.
In total, according to the President, 10 people suspected of the crime have already been detained. These include Luchanov himself, who left his military unit without permission on 11 July and had been wanted, as well as nine soldiers from his brigade.
Zelenskyy described the murder of the Moseychuk brothers from the Kyiv region as a “horrific tragedy” and promised that all those responsible would be brought to justice.
“Everything they [the soldiers of the 155th Mechanised Brigade] did will be thoroughly investigated. This is a matter that concerns not just one community and not just the Kyiv region. Establishing the full truth and holding all those responsible to account is a matter of national importance. And that is exactly what will happen,” Zelenskyy emphasised.
He also said that the head of the Kyiv region, together with the regional police chief, had spoken with the community of Kalynivka, adding: “Everything that was promised to the people during this meeting must be fully implemented.”
What led up to this
On 11 July, hromadske, citing its own sources within law enforcement agencies, reported that the police had detained nine soldiers from the 155th Mechanised Brigade on suspicion of kidnapping.
According to journalists, in June 2026, individuals linked to the 155th Brigade forced their way into the yard of two brothers in the Kyiv region and took them away in an unknown direction. The media later learned the names of both men — they were Maksym and Roman Moseychuk. Their father had been killed at the front. Maksym Moseychuk is a former soldier.
On the same day, the “North” Operational Command reported that Stanislav Luchanov, commander of the 155th Mechanised Brigade, had gone on special leave.
Subsequently, the General Staff of the Armed Forces of Ukraine stated that Luchanov and all those likely to be implicated had been suspended from their duties, whilst the Armed Forces’ Military Law Enforcement Service reported that he and all those identified at that time as being involved in the abduction and murder of two civilians in the Kyiv region had been served with notices of suspicion. At the same time, law enforcement officers carried out a series of arrests in several regions of Ukraine and gathered evidence.
