NBU changes rules for transfers without an account: what will change from 3 March
The National Bank of Ukraine has announced the changes.
According to Resolution No. 20 of the NBU Board dated 26 February 2026, new rules have been established for financial companies that make transfers without opening an account.
This applies to transactions via self-service terminals, post offices and online services such as EasyPay, City24, Portmone, iPay and others.
Less bureaucracy
When paying for utilities through payment services, it is no longer necessary to enter your full name and tax identification number. This simplifies and speeds up the process for users.
Security for customers
Each transaction will be a separate transaction. Before confirmation, the service must display all payment details. After the funds are debited, the user receives a receipt or confirmation of a successful transaction.
Convenience and autofill
The payer will be able to specify who is the recipient of the funds. This is relevant when one person pays taxes or fees for another. The State Tax Service will be able to correctly credit the payment to the person who has the debt.
In addition, payment services will be able to automatically fill in the details of regular users. The system will pull up information about the payer, the purpose of the payment, the name of the recipient, the EDRPOU code and the account number — in particular for the payment of utilities or taxes.
When will the new rules come into effect?
The new resolution will come into force on 3 March 2026.
Financial companies have been given six months to update their systems in accordance with the new requirements.
What is a transfer without opening an account
This is a transfer of funds through terminals, post offices or online services without creating an account with the company. This format is used to pay for:
— internet;
— mobile communications;
— utilities.
The NBU notes that the changes are aimed at improving payment security, protecting users and preventing money laundering.
