The 2026 subsistence minimum in Ukraine: new amounts for children and adults

After a two-year hiatus, the minimum subsistence level in Ukraine was increased in 2026. According to the State Budget, as of 1 January, it amounts to 3,209 hryvnias.
The minimum subsistence level is a cost estimate of a consumer basket, which includes the minimum set of food products, non-food goods and services necessary to ensure a person's livelihood for a month.
The size of the indicator varies depending on the category of citizens.
For children:

under 6 years old — 2,817 hryvnias;

from 6 to 18 years old — 3,512 hryvnias.
For adults:

able-bodied persons — 3,328 hryvnias;

persons who have lost their ability to work and pensioners — 2,595 hryvnias.
In 2024 and 2025, the subsistence minimum remained at 2,920 hryvnias. In 2026, it was increased by 289 hryvnias.
This indicator is a basic social standard on which minimum pensions, certain taxes, fines, and the calculation of some benefits and social payments depend.
For comparison, at the beginning of 2016, the subsistence minimum was 1,330 hryvnias, and on 1 January 2000, it was 270 hryvnias.
