Svyrydenko: Local authorities are responsible for water tariffs in Ukraine

Responsibility for setting tariffs for centralised water supply in Ukraine lies with local authorities at regional level. This was stated by Prime Minister Yulia Svyrydenko during Question Time in the Verkhovna Rada.

This is according to RBC-Ukraine.

According to Svyrydenko, it is the local authorities that are responsible for setting water tariffs.

“The setting of water tariffs has been devolved to local authorities at regional level. This is entirely their responsibility,” she noted.

She also clarified the division of powers between the branches of government: the Verkhovna Rada exercises parliamentary oversight, whilst the Cabinet of Ministers is responsible for government regulation and policy coordination.

Tariffs and debts in the housing and utilities sector

The Prime Minister also commented on the situation regarding debts in the heating sector. According to her, the debt owed to ‘Naftogaz’ stands at around 180 billion hryvnias.

Svyrydenko reported that the government is holding meetings with regional administrations, particularly regarding the difficult situation in frontline regions, where the level of debt is highest.

She emphasised the need to find a ‘balance’ that will ensure the stable operation of utility companies whilst preventing further accumulation of debt.

What is happening with tariffs

From 1 July, tariffs for centralised water supply and sewerage services were increased in a number of Ukrainian cities. In some localities, the increase was two to three times the previous rate.

At the same time, there have been cases of unjustified tariff hikes, which may result in some consumers receiving rebates or refunds.
