The scheme involving fake teachers in Lutsk: details of the case
This has been reported by the National Police of Ukraine.
The scale of the fraud
Officials at one of the educational institutions in Lutsk organised a scheme to hire ‘fake teachers’. The main aim of the scheme was to ‘reserve’ men of conscription age: by entering false data into state systems, they received a legal deferment from mobilisation.

Losses to the budget: according to preliminary data, the state has suffered losses amounting to over 3 million hryvnias.

Kickbacks: the fictitious employees received salaries and bonuses, part of which (around 1 million hryvnias) was transferred directly to the organisers’ accounts.

Actual employment: in reality, these individuals worked in the retail and services sectors and had no connection whatsoever to the educational process.
Searches and seizures
Law enforcement officers carried out 51 searches, including at the suspects’ homes and at the education department. Documents, computer equipment, bank cards and cash were seized: nearly $21,000, over 58,000 hryvnias, as well as euros, zlotys and forints.
Suspicions and arrests
Three officials – the headteacher of the school, his deputy and the secretary – were detained. They have been informed of their suspicion of embezzlement and misappropriation of property (Section 5 of Article 191 of the Criminal Code of Ukraine). The suspects face up to 12 years’ imprisonment.
