The PURL mechanism: Ukraine has raised nearly $7 billion for critical military equipment over the past year

In the first year of the PURL international initiative, 29 countries contributed to the funding of deliveries of critical military equipment to Ukraine. Total contributions reached $6.7 billion, enabling the funding of more than ten military aid packages.

The Ukrainian Ministry of Defence has reported that, after a year in operation, the Prioritised Ukraine Requirements List mechanism has become one of the key instruments for supplying the Ukrainian Armed Forces with US weapons and defence equipment.

Twenty-nine countries have joined the initiative, including 26 NATO member states and three partner countries. Total contributions have reached $6.7 billion. These funds have been used to finance more than ten arms packages for Ukraine.

One of the main outcomes of the PURL has been the provision of interceptor missiles for the Patriot systems to Ukraine. According to the Ministry of Defence, around 95 per cent of PAC-3 interceptors are currently supplied through this mechanism. They are used to protect Ukrainian cities, the civilian population and critical infrastructure from Russian ballistic attacks.

PURL is a joint US-NATO initiative that was launched in July 2025. It operates on the basis of a priority list of Ukraine’s needs, agreed with the United States and the Alliance. This includes air defence systems, interceptor missiles, artillery ammunition and other types of weaponry that are critically needed by the Defence Forces.

Under the mechanism, Ukraine identifies its priority requirements, after which Ukraine, the US and NATO agree on packages of US weaponry, each with an estimated value of $500 million. NATO member states and partners then make financial contributions, whilst the US arranges for the procurement and delivery of the necessary weapons and ammunition.

According to the Ministry of Defence, the largest contributions in 2025 and 2026 were made by Norway, which allocated $1.36 billion, the Netherlands, with a contribution of $1.163 billion, Germany with $900 million, Canada with $834 million and Sweden with $546 million.

The Ministry of Defence emphasises that the PURL enables critical frontline needs to be met more quickly, international aid to be coordinated more effectively, and duplication of partners’ efforts to be avoided. To ensure a stable supply of weapons to Ukraine, regular funding for the mechanism remains essential, particularly for the procurement of missiles for air defence systems, artillery ammunition and other critically important weaponry.

The ministry expressed its gratitude to the United States, NATO and all countries that have contributed to funding the PURL initiative.
