The Rada is set to meet to unblock the bill on military funding
This was announced by David Arakhamia, leader of the ‘Servant of the People’ parliamentary group.
According to Davyd Arakhamia, an extraordinary session of parliament will take place on Thursday, 18 June.
It will be held at the request of Ukraine’s Defence Minister Mykhailo Fedorov.
The aim of the session is to unblock Bill No. 15224, which was previously supported by the Verkhovna Rada.
What the bill provides for
Bill No. 15224 proposes amendments to the 2026 state budget and an increase in funding for the security and defence sector by 1.5 trillion hryvnias.
The main source of funding is set at 45 billion euros from the European Union under the Ukraine Support Loan programme.
Of this amount, 31.8 billion euros are planned to be allocated directly to defence and security needs.
Where the funds will be allocated
The largest share of the additional expenditure — 1.3 trillion hryvnias — is earmarked for the procurement of weapons, military equipment and ammunition, as well as the repair of equipment.
A further 174 billion hryvnias has been earmarked for the pay of military personnel.
A further 14.6 billion hryvnias are planned to be channelled into the security and defence sector’s reserve fund.
What else will be funded
The draft bill also provides for the allocation of 40 billion hryvnias to prepare regions for the winter period.
The funds are to be used to protect critical infrastructure and ensure the operation of boiler houses, combined heat and power plants and backup power sources.
A further 40 billion hryvnias are planned to be transferred to the state budget’s reserve fund.
What is known about the blocking of the bill
According to Arakhamia, the draft law was blocked after its adoption by the Verkhovna Rada.
To move the bill forward, parliament must consider the relevant procedural issues during a separate sitting.
