The European Business Association has become the most active lobbyist in Ukraine
This is evidenced by data from the Transparency Register.
Since the launch of the Transparency Register, 183 official lobbyists have already been registered in Ukraine. Of these, 160 have active status.
According to the register, 49% of all lobbyists are individuals, 50% are legal entities, and a further 1% are foreign representative offices.
Who has become the most active lobbyist
The European Business Association has become the most active lobbying entity.
It leads in terms of the number of issues being lobbied on – 102 – as well as the number of lobbying contacts – 53.
The European Business Association brings together over 900 Ukrainian and international companies operating in Ukraine. Back in September 2025, the EBA reported that its team of lobbyists was registered in the NACP Transparency Register.
Where lobbying occurs most frequently
The highest number of lobbying interactions was recorded in the Verkhovna Rada – 146.
Next come the Ministry of Economy – 43 interactions, the State Service of Ukraine for Food Safety and Consumer Protection – 23, the Economic Security Bureau – 16, the Ministry of Finance – 15, the Ministry of Health – 14, and the State Tax Service – 13.
Only 9 lobbying interactions were recorded directly with the Cabinet of Ministers.
Who else is among the leaders
In terms of the number of issues lobbied for, apart from the European Business Association, the leaders include the “Ukrainian Food Retail Alliance”, the “Union of Ukrainian Entrepreneurs” and the “Association of Diya City Residents”. Each of them had 11 issues.
Also on the list are “Vygidna Pokupka” LLC and the “Ukrainian Grain Association” – with 8 issues each, “Philip Morris Ukraine” and the “European-Ukrainian Energy Agency” Association – with 5 each.
In terms of the number of lobbying interactions following the EBA, the “Ukrtyutyun” Association and the tobacco company “V.A.T. – Pryluky” – with 29 contacts each, “JT International Company Ukraine” – 24, “ArcelorMittal Kryvyi Rih” – 22, and “Philip Morris Ukraine” – 20.
Which sectors are lobbied the most
The most popular areas for lobbying were financial, banking, tax and customs policy. A total of 93 lobbying interactions were recorded in this sector.
Next came economic development, regulatory policy and property – 38 interactions; environmental policy and natural resource use – 37; and energy and housing and communal services – 34.
Other active areas include healthcare, agricultural and land policy, law enforcement, transport, communications and infrastructure.
How much do lobbying contracts cost?
According to the Transparency Register, 40% of declared lobbying contracts are worth up to 100,000 hryvnias.
A further 30% each are contracts ranging from 100,000 to 1 million hryvnias and from 1 million to 10 million hryvnias.
How the Transparency Register works
The Transparency Register came into operation on 1 September 2025. It is maintained by the National Agency for the Prevention of Corruption.
The NACP explained that the Register is an open public platform that collects, processes and publishes data on lobbying entities and their reporting. Lobbying may only be carried out after obtaining the relevant status in the Register.
Under the law, lobbyists may be natural persons, legal entities registered in Ukraine, as well as foreign legal entities with a representative office in Ukraine.
Why this matters
The Law “On Lobbying” has introduced official rules in Ukraine governing the influence of businesses and other stakeholders on government decisions.
The model stipulates that lobbying activities must be transparent: lobbyists must register, declare their contacts with public authorities, submit reports and disclose information about contracts.
For Ukraine, this marks a new stage in regulating the interaction between business, professional associations and the state.
