The government wants to strip the Armed Forces’ recruitment centres of their military registration functions
This was announced by the Ministry of Defence of Ukraine.
The Cabinet of Ministers of Ukraine has endorsed a draft law prepared by the Ministry of Defence, which is intended to reform the operations of the Armed Forces’ recruitment centres.
The document stipulates that these centres will no longer perform the functions of personal military registration of citizens. The Ministry of Defence explains that the aim of the changes is to clearly define which bodies are responsible for military registration and to eliminate overlapping powers.
The need for this decision arose following the adoption in December 2025 of Law No. 4720-IX. It was this law that granted recruitment centres the additional right to maintain military records.
However, as the ministry notes, in practice, the implementation of this provision proved problematic. The reason is that the basic rules for maintaining military registration in the legislation remained unchanged.
As a result, according to the government’s assessment, there is a risk of confusion regarding the division of responsibilities. This, in turn, could lead to errors, omissions or inaccuracies in the data on conscripts.
To avoid duplication of functions and rectify this inconsistency, the government proposes to remove this function, which is not inherent to them, from the recruitment centres.
The Ministry of Defence believes that once the law is passed, recruitment centres will be able to focus on their core tasks and work more effectively in line with their primary purpose.
