In the temporarily occupied Luhansk, preparations are underway for a large-scale seizure of local residents' homes. This involves nearly 700 apartments, which may be transferred to so-called "city property." This was reported by the Centre for Countering Disinformation at the National Security and Defence Council of Ukraine.

According to information from the so-called "LNR Ministry of Construction," if the owner does not pay for utilities within a year, the apartment may be declared "abandoned." In Luhansk, 690 such properties have already been identified. The lists have been handed over to the occupation administration, which may subsequently decide to transfer them to "municipal ownership".

The Centre for Countering Disinformation notes that this mechanism of declaring housing "ownerless" is not being used for the first time in the temporarily occupied territories. In particular, this practice has become widespread in Mariupol and Melitopol. According to available information, even those residents who remained under occupation were deprived of their housing there.

The report also notes that the seized property is transferred to persons loyal to the occupying authorities or to citizens who have arrived from the Russian Federation. The Centre believes that such actions are part of a policy to change the demographic composition of the population in the temporarily occupied territories.
