Ukraine to regulate compensation for housing without confirmed ownership rights
The document will help resolve the issue of compensation for property owners who have not undergone privatisation.
The Cabinet of Ministers has submitted Bill No. 15088 to the Verkhovna Rada, which proposes amendments to the Law ‘On the Privatisation of the State Housing Stock’ with a view to regulating the issue of compensation for housing damaged or destroyed as a result of the Russian Federation’s armed aggression.

This was announced by Taras Melnychuk, the government’s representative in the Verkhovna Rada.

According to him, the document is intended to resolve the issue of compensation for property owners whose title has not been registered in the State Register of Property Rights and cannot be substantiated by relevant data.

The draft law proposes to clarify the list of properties not subject to privatisation, in particular by adding the following categories of housing:

  • flats, houses and residential premises in halls of residence that are in a state of disrepair, with the exception of properties damaged or destroyed as a result of hostilities after 24 February 2022, for which there are relevant inspection reports;
  • staff accommodation, as well as properties located in the mandatory resettlement zone following the Chernobyl accident;
  • housing located in territories under temporary occupation, as defined in accordance with established procedures.

It is expected that the adoption of the draft law will expand opportunities for affected citizens to receive compensation and eliminate gaps in current legislation relating to the confirmation of ownership rights to housing.
