A new model for rapid defence procurement is being launched in Ukraine

Previously, there was no procedure in place that would allow the Ministry of Defence to procure innovative technologies for testing within the armed forces.

A new model of defence procurement is being launched in Ukraine, aimed at accelerating the introduction of innovations in the security and defence sector.

This was announced by the Minister of Defence, Mykhailo Fedorov.

As part of a pilot project, a mechanism is being introduced for the rapid acquisition, testing and scaling of innovative solutions for the needs of the Armed Forces of Ukraine. Previously, there was no separate procurement procedure for innovative products intended for combat testing, meaning that new developments reached the troops in a piecemeal and unsystematic manner.

The new model includes several key elements. The Ministry of Defence will be able to carry out simplified procurement of innovative products. Units of the Armed Forces of Ukraine will be involved in combat testing of solutions and will assess their effectiveness. Technologies proven in combat conditions can be rapidly incorporated into procurement plans. The project also complements previous changes in approaches to the procurement of unmanned systems and aims to provide the armed forces only with solutions that have proven their effectiveness in real-world conditions.

This refers to innovative products, software, technologies and other solutions capable of enhancing defence capabilities in the short term. The new mechanism is expected to shorten the cycle from development to practical application, strengthen cooperation between the military and developers, and ensure the faster scaling of effective technologies.
