Housing benefits may be paid: who is eligible

Ukrainians may have their housing benefit amount reviewed if their household’s average monthly total income has changed by more than 50% either upwards or downwards. Such a recalculation is carried out automatically twice a year.

This was announced by the Main Office of the Pension Fund of Ukraine in the Zaporizhzhia region.

Ukrainians who lack the funds to pay for housing and utility services can apply for a housing subsidy. At the same time, in certain cases, the amount of the subsidy may be reviewed.

The Pension Fund explained that the recalculation is carried out for those households in which the average monthly total income has decreased or increased by more than 50%. Such a review takes place automatically twice a year – in March and August.

When payments are reviewed

During the recalculation from March 2026, the average monthly total income for the third and fourth quarters of 2025 is taken into account. These figures are compared with the income for the first and second quarters of 2025, which were taken into account when calculating the housing subsidy for the heating season.

If, following this comparison, it is found that income has changed by more than 50% either upwards or downwards, the amount of the housing subsidy is reviewed.

As a reminder, in April 2026, the minimum subsistence level in Ukraine will remain unchanged at the level set on 1 January. The minimum wage will also remain unchanged, whilst some other financial changes during the month will apply only to certain categories of citizens.
