A concrete shield for the energy sector: the government has allocated 22 billion to protect critical infrastructure
This was announced by Oleksiy Kuleba, Deputy Prime Minister for Recovery.
Creating a ‘concrete shield’ for water, heating and electricity supply facilities, as well as key Ukrzaliznytsia hubs, has become a priority of the state’s reconstruction policy. According to Oleksii Kuleba, the process is technically and bureaucratically complex, as each facility requires individual engineering solutions.
“The process is complex — there are many participants and procedures, but we have a clear plan of action. The main focus right now is on frontline regions, which are the first to come under enemy attack,” the official emphasised. He also added that the enemy is trying to stay one step ahead by shelling construction sites to slow down the pace of work.
In addition to physically reinforcing buildings, the resilience strategy includes:

The development of distributed electricity generation;

The introduction of decentralised water and heating supply systems;

Providing facilities with a robust backup power supply.
At the same time, the issue of the effective use of funds remains under strict control. It should be noted that, alongside these large-scale works, law enforcement agencies are uncovering embezzlement schemes. For instance, in the Dnipropetrovsk region, losses amounting to 14 million hryvnias were recently uncovered during the construction of defensive lines, underscoring the importance of transparency in each of the 600 planned projects.
