Europe is drawing up a new peace plan for Ukraine: officials in Berlin, Paris and London believe that the situation on the front line has changed
Bloomberg reports this, citing sources familiar with the progress of the consultations.
European leaders believe that recent developments on the front line have created a new ‘window of opportunity’ for diplomacy, as the initiative is gradually shifting in Ukraine’s favour.
The key condition of the new approach is to be an immediate ceasefire, followed by the start of negotiations. Long-term security guarantees for Ukraine are also being discussed, including the deployment of a multinational contingent.
“We are stepping up the pressure on Russia. At the same time, we are supporting efforts to reach a negotiated solution to end Russian aggression. Lasting peace is only possible with the participation of Ukraine, Russia, the US and Europe,” said German Chancellor Friedrich Merz.
According to the agency, London, Paris and Berlin are seeking to play a much more active role in the peace process after previous US initiatives reached an impasse.
The Europeans are counting on Donald Trump’s support for a new diplomatic format and on increasing pressure on Moscow through sanctions and international isolation.
At the same time, the UK and the EU are already working on a new package of restrictions against Russia, which could be unveiled in the coming weeks.
Bloomberg notes that European capitals are now talking about Russia’s deteriorating situation.
Despite the fifth year of full-scale war, Russian troops continue to suffer significant losses and are unable to achieve a strategic breakthrough on the front line. At the same time, Ukraine is stepping up its campaign of long-range strikes against military and energy facilities on Russian territory.
Ukrainian forces regularly attack oil refineries, oil depots and enterprises of Russia’s defence-industrial complex, inflicting economic damage.
Finnish President Alexander Stubb stated that Ukraine is now in a stronger position than before.
“Ukraine is in a strong position – militarily, politically and economically. The time has come for Europe to develop a common approach to negotiations with Putin,” he emphasised.
At the same time, the Kremlin has so far shown no willingness to compromise. Putin continues to demand concessions from Ukraine regarding the occupied territories and has previously rejected proposals for a ceasefire.
