Ukraine will be the main topic of the upcoming EU summit in Brussels
This is stated in a letter of invitation from António Costa to the members of the European Council, according to a European Council document.
European Council President António Costa has invited EU leaders to a European Council meeting to be held on 18–19 June in Brussels.
One of the key topics of the meeting will be Ukraine. According to Costa, this is the issue on which leaders will begin their discussions following an address by President Volodymyr Zelenskyy.
What will be discussed regarding Ukraine
Costa noted that Ukraine remains one of the European Union’s top priorities. In his letter, he also emphasised that Ukraine is demonstrating new successes on the battlefield, whilst Russia is failing to achieve its military and strategic objectives.
The President of the European Council stated that Russia’s behaviour towards EU member states is becoming increasingly irresponsible. According to him, the EU’s approach, which combines support for Ukraine with increased pressure on Russia, is yielding results.
Koshta also noted that the meeting should serve as an opportunity to send a “powerful signal of unity”.
Negotiations on Ukraine’s accession to the EU
At the meeting, EU leaders are also expected to welcome the opening of the first cluster of negotiation chapters on EU membership for Ukraine and Moldova.
This issue is part of a broader discussion on European integration and the EU’s continued support for Ukraine.
Security of the eastern flank
The summit will pay particular attention to the EU’s security and defence readiness.
Koshta mentioned incidents involving Russian drones in EU airspace. In particular, he referred to the crash of a drone carrying explosives onto a residential building in Romania.
According to the President of the European Council, such incidents underscore the need to strengthen joint defence readiness, reinforce the eastern flank and increase defence spending.
The Middle East and the EU budget
In addition to Ukraine, EU leaders will discuss the situation in the Middle East. Topics include the conflict in Iran, its impact on energy prices, the situation in the Gaza Strip, and EU efforts to support a ceasefire in Lebanon.
Also on the agenda will be the European Union’s new multiannual budget for 2028–2034.
Earlier, the European Union approved loan support for Ukraine for 2026–2027 amounting to €90 billion. A joint statement by European Council President António Costa, European Commission President Ursula von der Leyen and Ukrainian President Volodymyr Zelenskyy noted that this loan is intended to help Ukraine cover urgent budgetary and defence needs.
