Former Ministry of Defence official to face trial over gloves for the Armed Forces: what we know
This was announced by Prosecutor General Ruslan Kravchenko. According to media reports, the case concerns the former acting director of the Ministry of Defence’s Public Procurement Department.
An indictment has been filed against the former Ministry of Defence official in a case concerning the procurement of unsuitable tactical gloves for the Armed Forces of Ukraine.
According to the investigation, due to the official’s professional negligence, the Ukrainian military received 300,000 pairs of gloves that did not meet the requirements and could not be used for their intended purpose.
The Ministry of Defence signed contracts for the supply of these products worth over 231 million hryvnias. The former official himself, according to law enforcement, was responsible for organising and overseeing the procurement.
What the investigation has established
The investigation claims that, when the contracts were drawn up, the requirement for the goods to comply with Ministry of Defence standards was removed from the documentation.
Furthermore, according to law enforcement officials, the technical specifications of the products were altered and advance payments were agreed without proper justification.
Expert examinations confirmed that the gloves did not provide the required level of protection for military personnel.
Instead of the specified thermoplastic rubber, the products were made from ordinary rubber. They also failed basic tests for resistance to cuts and punctures.
What losses were established
According to the findings of the investigation, the state suffered losses of over 231 million hryvnias.
In August 2025, the former official was notified of the charges against him. The investigation is now complete, and the indictment has been sent to court.
The case was investigated by the Security Service of Ukraine.
Who exactly will be tried
Law enforcement agencies have not officially named the accused.
Reports refer to the former acting director of the Ministry of Defence’s Department of Public Procurement.
At the same time, publicly available documents from the Ministry of Defence include an order dated 13 May 2020, under which Vasyl Landyak temporarily performed the duties of Director of the Department of Public Procurement and Supply of Material Resources.
However, there is currently no direct official confirmation that he is the accused in the case concerning the procurement of 300,000 unsuitable gloves.
What the accused faces
The former official’s actions have been classified as professional negligence resulting in serious consequences.
The court is to assess the evidence further.
If guilt is proven, the punishment will be determined within the limits of the relevant article of the Criminal Code of Ukraine.

This case concerns not just a substandard batch of goods, but procurement for the army during wartime.
According to the investigation, due to changes in documentation and technical requirements, the Armed Forces of Ukraine received hundreds of thousands of gloves that did not provide basic protection for soldiers.
The court must now determine whether the former official’s actions constituted professional negligence and whether this specifically led to losses to the state amounting to over 231 million hryvnias.
