How much will it cost to study at the relocated universities in the Kherson region in 2026?

How much does it cost to study at Kherson State University?

Kherson State University, which is currently operating in Ivano-Frankivsk, has set tuition fees for bachelor’s degree programmes at between 40,000 and 60,000 hryvnias per year.

The most expensive degree programmes are ‘Law’, ‘Journalism’, ‘Management’, ‘Economics’, ‘Finance’, ‘Tourism’ and ‘Hospitality and Catering’ — at 60,000 hryvnias per year.

For programmes in education, the humanities, the arts and the natural sciences, the tuition fee is 40,000 hryvnias. Master’s programmes cost between 45,000 and 60,800 hryvnias, whilst postgraduate programmes cost 50,000 hryvnias per year.

Fees at KhNTU

Kherson National Technical University, which has relocated to Khmelnytskyi, offers courses at a cost of between 25,000 and 57,900 hryvnias per year. Engineering programmes remain the most affordable. The highest fees are set for degree programmes at the Faculty of International Economic Relations, Management and Business. At the Faculty of Information Technology, most programmes cost the same — 46,35 thousand hryvnias per year. Master’s programmes cost between 30 and 65 thousand hryvnias, depending on the programme.

The lowest fees are at Kherson State Agrarian and Economic University

Kherson State Agrarian and Economic University, which operates in Kropyvnytskyi, offers the lowest tuition fees among the three relocated universities.

Tuition fees for a bachelor’s degree range from 20,000 to 38,400 hryvnias per year. Economics and management specialisms remain the most expensive, whilst agricultural engineering, motor transport, cynology and vocational education in the agricultural sector are the cheapest. Master’s degree programmes cost between 30,000 and 50,000 hryvnias.

Why do the costs differ?

At state universities, the minimum contract fee is determined by the indicative cost of training students. This is calculated separately for each institution, which is why tuition fees can vary significantly even between state universities. For most state universities, a bachelor’s degree currently costs 45,000–60,000 hryvnias per year, whilst a master’s degree costs 58,000–75,000 hryvnias.

Universities continue to operate despite the war

According to the State Statistics Service, over the last four years the number of higher education institutions in Ukraine has fallen from 386 to 306. The number of state universities has seen the sharpest decline — from 242 to 168.

Despite being forced to relocate, Kherson State University, Kherson National Technical University and Kherson State Agrarian and Economic University have retained their status as independent institutions and continue to enrol students.

At the same time, Ukrainian higher education is feeling the effects of demographic decline. During the 2025 admissions campaign, universities offered around 429,000 places, whilst only approximately 200,000 applicants submitted applications. The Ministry of Education and Science attributes this to a significant reduction in the number of school leavers.

Despite the challenging operating conditions, the relocated Kherson universities remain among the country’s leading institutions. In the ‘Top 200 Ukraine 2026’ ranking, Kherson State University is in 70th place, Kherson National Technical University is in 129th, and Kherson State Agrarian and Economic University is ranked 135th.
