What is known about the incident
According to Radu Miruce, Romania’s acting Minister of Defence, debris and marine drones were detected at sea and subsequently destroyed. Four such incidents were recorded prior to the drone explosion near the port of Constanța, with another occurring after that incident. Miruce noted that not all of the drones detected were equipped with explosives, but some of them posed a potential threat.
Statement from the Romanian Ministry of Defence
The Acting Minister of Defence explained that the security of the port of Constanța in peacetime falls within the remit of civilian authorities, and the military is only called upon at the request of other state bodies.
At the same time, he said, the commands of the Navy and the Army had been instructed to take all possible measures to respond to such incidents.
Explosion at the Port of Constanța
Preliminary reports suggest that on 5 July, a maritime drone exploded near the oil terminal at the port of Constanța. Following this, the Romanian authorities cordoned off the area and implemented a special response protocol. Subsequently, four more maritime drones, which had not detonated, were discovered in the coastal zone. According to Romanian media reports, they were located using the SCOMAR Black Sea monitoring system.
It was later reported that one of the Ukrainian maritime drones had lost control after being affected by Russian electronic warfare systems and had drifted towards the Romanian coast. The Ukrainian Ministry of Foreign Affairs stated that Kyiv had informed the Romanian side of the situation in good time, and that the joint actions of the two states had made it possible to swiftly eliminate the threat to the civilian population.
