The White House has backed a bill imposing new sanctions on Russia

What is known about the bill
According to Graham, a compromise with the White House was reached shortly before his speech. The bill is now set to be tabled in Congress with the support of representatives from both parties.
The bill was drafted over a period of almost two years in collaboration with Senator Richard Blumenthal. Its main aim is to provide the US President with additional tools to exert economic pressure on Russia and states that continue to cooperate with the Kremlin.
What restrictions are being proposed?
The bill provides for the possibility of imposing tough sanctions against countries and companies that purchase Russian oil and gas or help Moscow circumvent existing international restrictions.
In addition, the bill contains provisions for the imposition of high tariffs on third countries that continue to trade in Russian energy resources.
Graham: a chance to bring the war to an end
The senator expressed his conviction that tougher sanctions, combined with continued support for Ukraine, could force the Kremlin to the negotiating table.
According to him, Washington intends to hold consultations with countries that continue to cooperate economically with Russia in order to increase international pressure on Moscow.
What is known about the initiative
The Sanctioning Russia Act of 2025, drafted by Lindsey Graham and Richard Blumenthal, was introduced in the US Congress back in 2025.
The bill provides for sanctions against Russian banks and oligarchs, restrictions on investment in the Russian energy sector, and the possibility of imposing 500 per cent tariffs on goods from countries that continue to purchase Russian energy resources.
The bill had previously received the support of a majority of senators, but its consideration was postponed pending coordination with the US presidential administration.
