Ukraine will soon receive around €2.3 billion after the EU Council approved the sixth regular disbursement under the Ukraine Facility programme. The decision came after Kyiv fulfilled eight required steps and closed one of the remaining conditions from the fourth disbursement. The funds will be used to support macro-financial stability and public administration. This was reported by The Public with reference to the press service of the EU Council.
The funding is linked to the implementation of the Ukrainian Plan, which sets out the priorities for recovery, modernisation and reforms needed to move towards EU membership. In total, Ukraine has already fulfilled 63 of the 68 requirements set out in the programme.
This tranche follows the fifth disbursement on 5 November, reflecting the pace of reforms that Kyiv is pursuing. The total amount of the Ukraine Facility programme is up to €50 billion for 2024-2027, of which up to €32 billion is earmarked for reform and investment.
The European Commission assessed Ukraine's implementation of the latest package of conditions on 11 November. The reforms cover public finance management, the judiciary, financial markets, human capital, business environment, decentralisation, regional development and critical raw materials management. Other achievements include the adoption of Ukraine's updated contribution to the Paris Climate Agreement, the national waste management plan until 2033, and the launch of a digital tool for coordinating reconstruction.
Since the start of the programme, €6 billion in bridge financing, almost €1.9 billion in pre-financing and five main tranches totalling more than €16 billion have been provided.
