“Corruption thrives where there is manual control” — a stark statement by Kirill Budanov
The Head of the Presidential Office announced this on his Telegram channel
Transparency versus ‘telephone law’
According to Kirill Budanov, it is the lack of clear procedures that creates conditions for abuse. Corruption thrives where decisions are made unilaterally or under pressure, rather than on the basis of the law.
Key points of the statement:
-
Manual control is fertile ground for corruption schemes;
-
Uniform rules for all are the only effective safeguard against bribery;
-
The rule of law must replace the outdated practice of ‘telephone law’, which will allow corruption to simply disappear as it cannot survive in a transparent system.
A call to active citizens
The Head of the President’s Office expressed his gratitude to European partners for supporting Ukraine on its path to integration and emphasised that today Ukrainians are defending their civilisational choice in the continent’s largest war in the last 80 years.
Budanov called on civil society organisations and activists to engage directly:
-
The Office of the President is open to sound initiatives and constructive engagement;
-
only joint efforts by the authorities and society will enable real results to be achieved in reforming the justice sector.
