The National Bank has ordered armoured cash-in-transit vehicles worth 98.9 million hryvnias

Reform LLC will supply three Reform heavy-duty vehicles on Mercedes-Benz Actros 5 S/M FHS 2636 L 6x4 chassis for a total of 60.00 million UAH, at 20.00 million UAH each, or 395,849 euros per unit.
The Class 3 armoured vehicle is 31% locally sourced and features a cab, a cash-in compartment and a van with a cargo compartment. Its payload capacity is at least 11 tonnes.
In September 2025, the NBU ordered one heavy-duty vehicle on the same chassis from Reforms for 16.67 million UAH, or 341,590 euros. This is 14% cheaper in euros. It differed in that it did not have a cash-in-transit compartment, but had a higher payload – at least 15 tonnes.
“ViDi Unicomers” LLC will supply five medium-duty vehicles based on the Iveco Daily 70C16H 4x2 for 38.90 million UAH, at 7.78 million UAH each, or 153,519 euros per unit.
The vehicle, featuring Class 3 armour, is 47% locally sourced and has a cab, cash-in-transit compartment and a temporary storage safe. Its payload is at least 2.5 tonnes.
In September 2025, the NBU ordered a similar vehicle from Reform based on the Iveco Daily 70C16H3.0 with the same payload for 7.03 million UAH, or 143,972 euros. This is 6% cheaper.
At the same time, Oschadbank ordered similar vehicles based on the Iveco Daily 70C16 with reinforced suspension from Citius-S LLC for €128,490 each. However, these had a lower payload of 2 tonnes.
In the current tender for medium-duty vehicles, Reform offered a price 1% lower, but its bid was rejected due to non-compliance with the technical specifications.
In particular, the internal length of the cargo compartment was 2,000–3,000 mm instead of the required 2,500–3,000 mm. Furthermore, the company failed to specify that the air conditioning or climate control system had sufficient capacity to cool and ventilatethe driver’s cab and the cash-in-transit compartment, that the fire extinguishing system sensors in the compartments did not protrude beyond the internal dimensions, that the floor had a wear-resistant coating, that the protective elements of the internal lining of the compartment – the temporary storage safe – were located at a height of at least 50 cm from the floor and that they did not protrude beyond the plane of the wall.
Inkas UA LLC also offered a price 1% lower for this lot. However, its bid was rejected due to the absence of certificates of conformity for protection class 3, armoured glass and the safe.
The company “Vidi Unicomers” is part of Vitaliy Dzhurinsky’s “Vidi Group”.
The firm “Reform”, based near Kyiv, is owned by its director Vasyl Lytvyn, Maksym Ulyankin and Oleg Basyuk. They also own the Kyiv-based “Reform Armoured Vehicle Plant” LLC.
It should be noted that Ukraine’s Minister of Foreign Affairs, Andriy Sibiga, stated that Hungary is attempting to legalise the funds and gold seized from Oschadbank’s cash-in-transit vehicles. This refers to a draft law submitted to the Hungarian Parliament.
