It has been revealed how much civil servants will earn in 2026
This was reported by the Ministry of Finance of Ukraine.
The Ministry of Finance of Ukraine continues to publish data on the use of budget funds, in particular on wages in the public sector, with the exception of the security and defence sector.
Based on monthly information provided by state bodies, the Ministry of Finance updates an analytical tool - a dashboard that reflects the level of salaries and the number of employees of state bodies, local administrations and judicial authorities.
According to data for January 2026, the total number of employees of state bodies for whom salary information is available was 165,500.
Of this number, 108,100 people work in central government bodies and their territorial divisions. Another 23,200 people work in local government administrations. Judicial authorities employ 34,200 people.
The article also notes that in 2025, the number of civil servants decreased by 5,100, while the average salary continued to grow at a moderate pace.
The average wage in January, as is traditional for this month, showed a seasonal decline.
In the central government agencies, the average salary was 53,300 hryvnias. In the regional departments of central agencies, this figure was 31,500 hryvnias, and in the territorial departments, it was 15,500 hryvnias.
Among employees of regional state administrations, the average salary in January was 24,100 hryvnia. In district state administrations, this figure was lower, at 20,100 hryvnia.
The highest average wage was recorded in the NEURC sector - 84,600 hryvnias. The lowest average wages were in the National Mediation and Reconciliation Service - 27,000 hryvnias.
At the same time, the publication notes that despite the increase in expenditures on the remuneration of civil servants, the reform of the civil service has not been successful.
It is noted that 78.6% of the officials surveyed consider their current salary to be inadequate remuneration for the professional performance of their duties and initiative.
