Ukraine has signed an intergovernmental agreement with China, which officially opens up the market of the People’s Republic of China to exports of Ukrainian wheat flour.

This was announced by Serhiy Tkachuk, Head of the State Service of Ukraine for Food Safety and Consumer Protection.

According to him, Ukraine has signed a relevant agreement with the General Administration of Customs of China, and the agreement itself includes a Protocol on inspection, phytosanitary and sanitary requirements for wheat flour to be exported from Ukraine to China.

The agreement sets out requirements for all stages of wheat flour production and export — from wheat cultivation to the supply of finished products to the Chinese market. The state will now monitor whether flour production complies with sanitary and phytosanitary standards.

Tkachuk points out that in doing so, the Chinese side has effectively confirmed its confidence in Ukrainian control procedures and product quality.

He adds that Ukrainian producers have gained access to one of the world’s largest flour markets, an increase in exports of value-added products, and new opportunities for the development of processing, whilst Ukraine is thereby strengthening its position as a trading partner.

“This is not just about expanding export markets, but also about a qualitative transformation — a shift from a raw materials model to the export of finished products,” says Serhiy Tkachuk.
