Water charges have risen: will subsidies be adjusted automatically?

What will happen to housing benefits following the tariff increases
From 1 July 2026, tariffs for centralised water supply and sewerage services have changed in certain regions of Ukraine. As a result, for households receiving housing subsidies, the amount of assistance will be reviewed to take account of the new cost of services.
The Pension Fund explained that if the cost of housing and utility services rises, the amount of the subsidy is also subject to recalculation. However, recipients do not need to contact the Pension Fund offices in person.
Once information on the new tariffs has been received, the Pension Fund will automatically recalculate the housing subsidy.
Who does not need to submit an application
Households that have already been granted state assistance do not need to reapply for a subsidy due to a change in the water tariff.
This means that subsidy recipients do not need to submit a new application, declaration or make a separate request to the Pension Fund to review the amount of their payments. The Pension Fund will take the updated cost of services into account once it has received the data from the supplier.
The new subsidy amount will be determined based on the current tariff and the mandatory payment for the specific household.
How the water tariff affects the subsidy amount
The housing subsidy depends not only on the tariff but also on the family’s income, the number of household members, the list of utility services, social standards and the amount of the mandatory payment.
If the water tariff rises but eligibility for the subsidy remains, the amount of the subsidy may increase. At the same time, the state compensates for costs within the limits of established social standards, and not necessarily for the entire actual volume of consumption.
Therefore, following the recalculation, the amount of the subsidy may vary for different families. The final amount will depend on the specific circumstances of the household.
Where tariffs have already changed
The Pension Fund of Ukraine cited the example of the Vinnytsia region. From 1 July 2026, for customers of the municipal enterprise ‘Vinnytsiaoblvodokanal’, the new combined tariff for centralised water supply and drainage is 81.01 UAH per 1 cubic metre, including VAT.
Of this amount:
45.53 UAH — centralised water supply;
35.48 UAH — centralised wastewater disposal.
The Pension Fund has stated that, upon receiving information about these changes, its specialists will automatically recalculate subsidies for those households entitled to state support.
When you do need to contact the Pension Fund
The increase in the water tariff alone is not grounds for reapplying for a subsidy. However, an application must be submitted to the Pension Fund if there have been changes in circumstances that affect entitlement to the subsidy or its amount.
This includes, in particular, changes to the composition of the household, place of residence, income, financial circumstances or the list of services for which the family wishes to receive a subsidy.
In such cases, an automatic recalculation may not be sufficient, so the benefit recipient must notify the Pension Fund of the changes.
