Ukrainian President Volodymyr Zelenskyy has enacted a decision by the National Security and Defence Council imposing new sanctions against Russian telecommunications companies. The restrictions apply to operators and internet service providers that have provided communications services to the occupying forces in the temporarily occupied territories of Ukraine

This has been reported by the Office of the President 

The relevant decree No. 494/2026 has been published on the website of the President of Ukraine. Ten Russian companies in the communications and telecommunications sector have been added to the sanctions list. These include mobile network operators, internet service providers, satellite communications companies, as well as organisations that facilitated the broadcasting of Russian television channels.

Who has been hit by sanctions

Among the companies subject to the restrictions are “Luhansk Communications” and “Mobile Communication Systems”. According to the Ukrainian side, these operators were used by Russia in the temporarily occupied territories to disseminate its own information policy and ensure the functioning of the occupation administrations. Sanctions were also imposed on the federal satellite and telecommunications operator “Amtel-Zvyazok” and the company “Kosmichny Zvyazok”. Ukraine claims that such companies helped create secure communication channels which the Russian Federation is using during the war.

Ukraine wants to expand sanctions

The President’s Representative on Sanctions Policy, Vladislav Vlasyuk, stated that information regarding these companies will be shared with international partners. Ukraine plans to raise the issue of synchronising such restrictions with other countries. According to Vlasyuk, companies operating in the temporarily occupied territories and cooperating with the occupying authorities should lose the ability to conduct business not only there, but also outside Russia.
