A bill on the Ukrainian National Pantheon has been tabled in the Verkhovna Rada
This was announced by Ruslan Stefanchuk, Speaker of the Verkhovna Rada.
What the draft law provides for
According to the document, the Ukrainian National Pantheon will become a national memorial site honouring individuals who have made an exceptional contribution to the attainment and restoration of Ukraine’s independence, state-building, the defence of sovereignty and territorial integrity, and the development of Ukrainian culture, science, education, sport, the literary language, civil society and religious life.
The Pantheon is planned to be built in Kyiv. It will be state-owned, and its construction and maintenance will be funded from the state budget and other sources not prohibited by law.
Who may be honoured
The draft law defines the categories of individuals whose memory may be immortalised in the Pantheon. These include heads of Ukrainian state from various historical periods, Presidents of Ukraine (excluding those removed through impeachment), commanders-in-chief of Ukrainian military formations from various eras, commanders-in-chief of the Armed Forces of Ukraine during the War of Independence, as well as figures who have made an outstanding contribution to the development of the Ukrainian state, science, culture, the arts, sport and other fields. Provision is also made for honouring Nobel Prize laureates with links to Ukraine.
At the same time, the document stipulates that the Pantheon may not honour individuals convicted of crimes against the foundations of Ukraine’s national security, peace or humanity, nor those subject to laws condemning communist, Nazi and Russian totalitarian regimes.
According to Ruslan Stefanchuk, parliament will consider the draft law at one of its forthcoming plenary sessions.
