A local government official and a councillor have been arrested in the Kyiv region on suspicion of involvement in a booking scam
In the Kyiv region, law enforcement officers have detained the deputy head of a local community and a community councillor, who are suspected of organising a scheme to obtain unlawful benefits in exchange for facilitating the recruitment of conscripts.
According to the investigation, the local councillor, who is an employee of a military unit, together with the deputy head of the local council, offered citizens fictitious employment in civilian posts at the military unit. This was subsequently to serve as the basis for securing exemptions for the duration of martial law.
The investigation believes that in this way, the suspects promised to resolve the issue of reserving two individuals of conscription age. For their services, they demanded $4,500 from each person.
Operatives from the Strategic Investigations Department in the Kyiv region, investigators from the Main Directorate of the National Police in the Kyiv region, and officers from the Military Law Enforcement Service of the Armed Forces of Ukraine detained the suspects whilst they were receiving $9,000 in unlawful benefits.
The suspects were detained in accordance with Article 208 of the Criminal Procedure Code of Ukraine. They were notified of their status as suspects under Part 3 of Article 369-2 of the Criminal Code of Ukraine on charges of abuse of influence.
Investigative measures are currently underway to establish all the circumstances of the case and identify other individuals who may be involved in the unlawful activity. The Kyiv Regional Prosecutor’s Office is overseeing the proceedings.
