ARMA will put “Morshynska” up for auction again following 12 technical complaints
Yaroslava Maksymenko, the acting head of the National Agency for Asset Tracing and Management, made this statement in a brief interview with the Interfax-Ukraine news agency.
According to Maksymenko, the “Morshynska” case remains under ARMA’s consideration. She reported that before New Year’s Eve, “Morshynska” blocked the auction to select a manager due to 12 identical technical complaints.
Now, she said, the agency will approve the management programme and put “Morshynska” up for auction. Maksymenko also noted that the law on ARMA reform provides for the cancellation of auctions that have not taken place by 30 January. In such cases, decisions are revoked and procedures start from the beginning.
Case history
This concerns the assets of the IDS Ukraine group – the producer of “Morshynska” and “Mirgorodska” mineral waters. In autumn 2022, following a court ruling, ARMA was granted management rights over corporate assets, including the Mirgorod and Morshyn plants, as well as the group’s industrial designs and trademarks.
In April 2023, the company “Carpathian Mineral Waters” was selected as the asset manager for “Morshynska”, but the transfer of the asset into management never took place. In March 2025, ARMA announced the termination of the agreement on the grounds that it had not been implemented.
Following this, on 28 November 2025, the agency announced a new tender to find an asset manager for the company. It was this procedure, according to Maksymenko, that was blocked by 12 identical technical complaints.
What next?
Maksymenko did not specify a date for the new selection process, but stated clearly that ARMA must now approve a management programme and then put the asset up for tender again.
