Moldova adds Lukoil to sanctions list due to threats to national security
The Moldovan government has decided to include the Russian company Lukoil in the national sanctions list, joining the international restrictions imposed by the United States on 22 October 2025 also against Rosneft. This is reported by The Public with reference to Point.md.
The decision was made by the Interdepartmental Supervisory Board chaired by Prime Minister Alexandru Munteanu. The decision is based on the law on the application of international restrictive measures and an assessment of the risks associated with the activities of Russian oil companies.
The Moldovan government noted that Rosneft and Lukoil are under sanctions because of financing and supporting the aggressive potential of the Russian Federation. According to the Council, their activities also indirectly contribute to the destabilisation of regional security, pose threats to the international order and affect the security interests of Moldova.
It is also noted that the decision is aimed at preventing the use of the country's financial and economic system to support activities that are contrary to national security.
Lukoil has a significant presence in the Moldovan market. Through Lukoil Moldova, the Russian group controls the largest network of petrol stations in the country, three oil storage facilities, more than 20 per cent of the retail fuel market and about 40 per cent of diesel imports. The company's share in the aviation fuel segment is 100 per cent.
The Moldovan government has already decided to take control of the airport's oil infrastructure under state control and refused further Lukoil investments. The authorities explained this by the need to guarantee a safe supply of aviation fuel and protect the country's critical infrastructure.
