Moldova's Foreign Ministry warns citizens in Russia against the risk of being forced to serve in the military
The Ministry of Foreign Affairs of Moldova has warned its citizens staying in the Russian Federation about the risks associated with the new requirements of Russian legislation on military obligations. This is reported by The Public with reference to Point.md.
This refers to Russian Presidential Decree No. 821 of 5 November 2025. The document stipulates that certain categories of foreigners applying for a residence permit or Russian citizenship may be required to sign a contract for military service or provide official confirmation of their ineligibility for military service.
The Moldovan Foreign Ministry notes that despite the statements of the Russian side about the alleged special conditions for Moldovan citizens, the mechanism of their application remains unclear. In practice, there is a real risk of pressure from Russian authorities to force them to accept military obligations.
In this regard, the Moldovan foreign ministry urged its citizens to be as cautious as possible, not to sign any documents of a military nature without prior legal advice and to immediately seek consular assistance in case of any pressure.
