Salaries in government bodies: how much do specialists and senior management earn?

The Ministry of Finance of Ukraine has published detailed statistics on public sector pay for March 2026, broken down by position. Average earnings range from 20,800 UAH for manual workers to over 140,000 UAH for senior management

According to updated data from the government dashboard, the average gross salary in the central executive bodies for March stood at 58,640 UAH. However, actual pay varies significantly depending on an employee’s qualifications and level of responsibility. Currently, the largest group within the structure of state bodies consists of specialist-level staff — over 10,500 people. 

Top 5 agencies with the highest pay:

  • Antimonopoly Committee — 95,900 hryvnias;

  • NEURC — 95,300 hryvnias;

  • The Accounting Chamber — 80,800 hryvnias;

  • The Secretariat of the Verkhovna Rada of Ukraine — 79,000 hryvnias;

  • State Customs Service of Ukraine — 76,600 hryvnias.

The situation in the regions and local administrations

The analysis pays particular attention to local state administrations, where 23,200 people are currently employed. The average salary at this level is lower than in the capital, standing at 35,800 hryvnias.

It is noteworthy that the highest level of remuneration among regional civil servants was recorded in regions with high levels of security and logistical challenges. In particular, the best-paid in March were employees of state administrations in the Kherson, Zaporizhzhia and Odesa regions.

It should be noted that the published figures include all components of remuneration: from basic salaries to bonuses and one-off social payments. The Ministry of Finance’s dashboard is updated monthly to ensure transparency in the use of budget funds during the war.
